The following is a summary of our recent experience.
Iraqi Oil Training Program (IOTP) – Human Resource
Provide the Ministry with a capacity building/training program
focused on the tools and know-how required to institute a comprehensive
program of corporate governance and change management focused
on organizational and human resource development. As part of
this effort EMG is implementing a series of U.S. based Workshops
and Study Tours designed to introduce Iraqi Ministry of Oil
officials and decision makers to the strategies used by global
oil and gas companies in corporate governance, change-management,
and organizational and human resource development and management.
SARI Training Needs Assessment
USAID’s South Asia Regional Initiative for Energy (SARI/E
program) was launched in 2000 with the objective of building
mutually beneficial energy linkages and promoting regional energy
cooperation among South Asian countries. Prior to the 2nd Phase
of SARI/E, EMG staff carried out a training needs assessment
for the energy sector of the South Asia region to help identify
capacity building activities for phase II. The major objectives
of the TNA were to: i) assess current knowledge base and skills
among selected key institutions and stakeholders; ii) identify
potential institutional stakeholders that can play a leading
role in implementing activities to build capacity for regional
energy cooperation; iii) determine opportunities where training
in focused priority areas can contribute to SARI/E objectives;
and iv) develop a detailed training plan for targeted stakeholders.
Stakeholder institutions interviewed included: public sector,
policy makers, banking/project finance specialist, private sector
& developers, regional financial institutions, media representatives,
NGOs as well as the SARI/E Training Institution Partners (TIPS).
Ethiopian Geothermal Plant Feasibility Study –
EEPCO
The feasibility study will enable the Ethiopian Electric Power
Corporation (EEPCO) to plan, finance and install a 2-5 megawatt
(MW) pilot geothermal plant at Tendaho that uses a simple flash
steam geothermal plant mounted on the wellhead of one (or possibly
two) of the existing wells. The objective of the pilot plant
will be to enable EEPCO and the Geological Survey of Ethiopia
(GSE) to increase the level of knowledge that exists about the
Tendaho geothermal resource that will allow EEPCO, in the near
future, to finance and develop a 30 MW+ geothermal plant that
will provide power to the Ethiopian grid (with possible export
to Djibouti).
EMG work on this feasibility study activity will involve geothermal
resource assessment; power plant engineering and design; project
finance, environmentl and social impact assessment and transmission
line design and planning.
Nigeria Independent Power Plant Feasibility Study –
Owel Holdings
EMG worked with Owel Holdings to develop a Feasibility Study
for a 120MW Independent Power Project (IPP) focused on gas power
generation in Nigeria’s Niger Delta region. This project
was supported by the U.S. Trade and Development Agency (USTDA).
Owel is a privately owned Nigerian company that promotes investment
in the Nigerian economy. This study provided Owel with the tools
needed to develop and implement an IPP project that will utilize
flare gas processed at the Izombe Gas Processing Plant, a facility
located in the Niger Delta.
This project resulted in the development of a valuable IPP model,
providing much needed electricity to Nigerian consumers. The
goal of the IPP is to develop a plan to utilize flare gas in
order to bolster the capacity of the country to meet the country’s
future electricity needs while reducing environmental impacts.
Benchmarking & Determination of Target Performance Criteria
for Russian Generation Plants
The objective of the assignment was to define target values
of technical, economic and environmental indicators based on
the most representative power entities of Russian gas-and-oil,
coal and hydro power stations, and to then compare them with
these same indicators with international power plant operational
standards. EMG’s work consisted of the following: preparation
of a list of power plants in the Unified Energy System of Russia;
selection of international power stations for comparison; analysis
of generation capacity structure of power plants as regards
single power unit capacity, parameters of working medium, fuel;
determination of variable costs lists; collection and processing
of data on technical, economic and environmental indicators
of power plant operations.
Iraq Energy Roundtable
Conducted in conjunction with the human resources study tour
of the Iraq Oil Training Program, the 1-day seminar brought
together Iraqi Ministry of Oil officials and over 75 oil &
gas sector company representatives to discuss the role international
companies can play in helping Iraq further develop their oil
& gas sector.

Media Toolkit (Journalists)
EMG researched and drafted a “Energy and Development Handbook
for Journalists” as a resource for journalists covering
events that involve the energy sector in developing and transition
countries. The purpose of the Handbook is to support the development
of constructive public involvement in energy sector decision-making.
The Handbook has been drafted with input from journalists, energy
specialists, government officials, non-governmental organizations
and from private firms. Topics covered include energy fundamentals,
global energy trends, finance, environment energy efficiency
energy trade, politics and stakeholder issues, the role of women,
and power sector and regulatory reform. The Handbook contains
a glossary and list of acronyms common in the energy sector
as well as numerous Internet references for further reading
or research.
US Inter-Agency Energy Working Group Workshop (Iraq)
EMG, in conjunction with the Institute of International Education
(IIE) conducted a seminar for U.S. government agencies relating
to good governance practises relating to Iraq’s oil &
gas sector. Commissioned by the Department of Energy, the seminar
covered aspects necessary to good governance practises for the
development of the Iraqui energy sector, including the state
of the petroleum sector; petroleum contract agreements; petroleum
financing development; fiscal regimes; and the role played by
national governments.
Incentive Based Operating Contracts
EMG collaborated with colleagues at USAID to review the applicability
of incentive based operating contracts for providing water,
sanitation and electricity services in post-conflict and other
difficult situations. EMG completed summary case studies on
experience with such contracts in 11 developing and post-conflict
countries. The report provides a database of information about
incentive based contracts and described sector conditions that
led to the management contract, performance improvements attained,
responsibilities of the contractor and of the contracting body,
the nature and size of the incentives provided, and finance
issues associated with the contracts. Country experience included
Cambodia, Cote d’Ivoire, Georgia, India-Bhiwandi, India-North
Delhi, Kosovo, Mali, Senegal, Sudan, Tajikistan, and Uganda.
Indonesia Alternate Energy Project Definitional Mission
EMG completed a Definitional Mission to Indonesia to identify
alternative energy supply projects for Indonesia. The EMG Team
identified 21 alternative projects that would benefit from USTDA
support: 7 of these were biodiesel or other biofuel projects,
9 were geothermal projects, 3 were coal bed methane, one was
coal gasification, and one involved use of microturbine gas
generators. Four of these projects, one on biodiesel production,
one on palm oil waste to energy, one on coal bed methane, and
one on geothermal power production were recommended for support
by USTDA.
Financial Management of an Electric Distribution Company
Funded by the World Bank and managed by the Advance Research Institute
(ARI) of Virginia Tech University, EMG designed and implemented a
workshop for heads of finance and accounts from 11 Disco's and managers
from Power Holding Company of Nigeria (PHCN). The workshop is designed
for power company officers responsible for the oversight and performance
of corporate planning and financial decision-making of their companies.
The objective is to help power companies identify quality control
standards which must be established and implemented to lead to
successful financial performance of a power company. This workshop is
designed to enhance the corporate planning and financial management
capabilities of participants, to provide improved ability to plan, to
evaluate projects, to select appropriate financing, and to manage
financial aspects of their companies. The workshop will focus on the use
of financial models and computer applications to reach these goals. The
workshop covers utility planning framework, strategic corporate
planning, strategic technical planning, feasibility assessment,
financial planning, financing sources and investment risk assessment.
The workshop consists of a combination of class room instruction, guided
case studies and participant's presentation.
Human Resource Management of an Electric Distribution Company

workshop for heads of Human Resources/Administration from 11 Disco's and
managers from Power Holding Company of Nigeria (PHCN). The workshop is
designed for power company officers responsible for the oversight and
performance of Human Resources and Administration of their companies.
This workshop will increase participants' knowledge and skills that are
required to develop and manage complex systems of human resource
development and training management. It deals primarily with modern
concepts of human resource management including; strategic management,
manpower planning, human resources development, and salary and
compensation methodologies and the human resource management system
technologies. The workshop consists of a combination of class room
instruction, guided case studies and participant's presentation.
